Normally, on most bikes, the gear shift lever is held onto a shaft coming from out of the transmission gear case. The lever itself is held on with a pinch bolt which keeps the lever in place and meshed with the serrations on the end of the shaft. You simply remove the bolt completely, slide the busted shift lever off the shaft and install a new one. The shift lever can also be adjusted (higher or lower) with this setup.

If, on the other hand, some previous owner lost the pinch bolt and glued it in place then you will have to bust off the piece attached to the shaft and clean the glue off the transmission shaft serrations …then install a new lever and pinch bolt.

I doubt seriously any glue, even JBWeld, will hold for very long on a broken lever. You could get it welded but then it would be just as easy to get a new shift lever.
